Title III and Title V Grant Evaluation

Navarro Associates provides External Evaluation for Title III and Title V grants. Upon award of the grant, Navarro Associates works in collaboration with the Project Director and other key institutional leaders to develop a five-year Evaluation Plan. The Evaluation Plan is designed to enable a strong start to the Grant, early integration of evaluation strategies, and a successful close-out. Generally, the plan will include annual onsite visits in Years 1, 2, and 5, and ongoing, remote consultation throughout the duration of the grant. Example:

Year 1: Onsite Visit and Remote Consultation

  • Development of a Year 1 evaluation plan based on a review of the grant objectives, implementation strategy, and evaluation plan. Navarro Associates provides assistance to the Project Director in the design of this plan.
  • The development of Title III guidelines and procedures for the institution.
  • Review of Mid-Year and Annual Performance Reports.

Year 2: Onsite Visit and Remote Consultation

  • Development of a Year 2-5 evaluation plan which aligns with annual and five-year grant objectives.
  • Ongoing review (with Project Director) of progress toward annual objectives.
  • Review of Annual Performance Report.

Year 3: Remote Consultation (Onsite Visit if needed)

  • Collaboration with Project Director regarding implementation of Evaluation Plan.
  • Ongoing review (with Project Director) of progress toward annual objectives.
  • Review of Annual Performance Report.

Year 4: Remote consultation (Onsite Visit if needed)

  • Collaboration with Project Director regarding implementation of Evaluation Plan.
  • Ongoing review (with Project Director) of progress toward annual objectives.
  • Review of Annual Performance Report.

Year 5: Onsite Visit and Remote Consultation 

  • Collaboration with Project Director regarding annual and grant Evaluation Plan.
  • Onsite visit.
  • Review of final Annual Performance Report.
